STEVEN COHEN is associate dean of the School of International and Public Affairs and the director of the Graduate Program in Public Policy and Administration at Columbia University. He is the author of The Effective Public Manager (Jossey-Bass, 1988) and Total Quality Management in Government (Jossey-Bass, 1993 with R. Brand). WILLIAM EIMICKE is the director of the Public Management Training Center and Program in Politics and Public Policy at Columbia University's School of International and Public Affairs. He has held many high-level public management positions, including director of policy and housing commissioner for the State of New York and assistant director of the New York City Office of Management and Budget.
